Proposed Bylaws Amendments

NOTICE OF PROPOSED BYLAWS AMENDMENTS OF SPRINGFIEL COUNCIL OF PTAS to be voted on at the FEBRUARY 2022 GENERAL MEMBERSHIP MEETING.

The EXECUTIVE COMMITTEE Recommends the following amendents:

Amend ARTICLE XII: MEETINGS Section 4. 

Current wording:

Section 4. A quorum for the transaction of business in any general membership meeting of this council PTA shall consist of at least one delegate from one third of the local PTAs in council.

New wording:

Section 4. A quorum for the transaction of business in any general membership meeting of this council PTA shall consist of ten (10) members.

Amend ARTICLE XIV: GERTRUDE MCBRIDE STUDENT FUND Section 1.

Amend by striking October 1, December 1, January 31st and adding February 1, March 1, and April 1st .

ARTICLE XIV: GERTRUDE MCBRIDE STUDENT FUND Section 1. The Gertrude McBride Student Fund shall be managed by the Springfield Council of Parent Teacher Associations for the purpose of aiding worthy high school and middle school students who have a financial need. Applications shall be distributed to secondary administrators by October 1 February 1. Completed applications shall be submitted to the committee chairperson by December 1  March 1 with distributions to be made no later than January 31st.  April 1st. Only those schools in good standing by the January Executive Committee meeting shall receive funds. The chairman shall distribute funds as directed by the executive committee, as budget allows.

Amend ARTICLE XV: CHARLES NICKEL CARE FUND Section 1.

Amend by striking October 1, December 1, January 31st and adding February 1, March 1, and April 1st .

ARTICLE XV: CHARLES NICKEL CARE FUND Section 1. The Charles Nickel Charlie’s Angels Reward for Excellence (CARE) Fund shall be managed by the Springfield Council of Parent Teacher Associations for the purpose of achievement, at the principal’s discretion. Applications shall be distributed to the elementary administrators by October 1 February 1. Completed applications shall be submitted to the committee chairperson by December 1  March 1, with distribution to be made no later than January 31st.  April 1st . Only those schools in good standing by the January Executive Committee meeting shall receive funds. The chairperson shall distribute funds as directed by the executive committee, as budget allows.

Amend ARTICLE XVI: HIGHER EDUCATION SCHOLARSHIP FUNDS Section 1.

Amend by adding ‘and current Springfield Public Schools teachers pursuing advanced degrees in education’ as noted below:

ARTICLE XVI: HIGHER EDUCATION SCHOLARSHIP FUNDS Section 1. Springfield Council of PTAs shall provide higher education scholarship funds for graduating high school seniors enrolled at Springfield public high schools and current Springfield Public Schools teachers pursing advanced degrees in education with PTAs in good standing. The scholarships shall be awarded in accordance with the scholarship trust documents and as income allows.

Amend ARTICLE XVI: HIGHER EDUCATION SCHOLARSHIP FUNDS Section 2.

Amend by changing the current wording  

ARTICLE XVI: HIGHER EDUCATION SCHOLARSHIP FUNDS Section 2. The established scholarship committees at the high school sites shall be provided with appropriate applications by February 1, shall determine the recipients, and shall report to Springfield Council PTA the award recipient by April 15. Springfield Council PTAs’ officers shall be available to present the scholarships at the high schools’ awards event.

Change to new wording:

ARTICLE XVI: HIGHER EDUCATION SCHOLARSHIP FUNDS Section 2. Scholarship applications shall be made available on the Springfield Council of PTAs website by January 15th.   Completed applications shall be returned to Springfield Council of PTAs by March 15th.  Scholarship awards will be determined by Springfield Council of PTAs and recipients will be notified by April 15th.  Springfield Council PTAs’ officers shall be available to present the scholarships at the high schools’ awards event if invited.
